NEW ORDER IN PALESTINE.
HIGH COMMISSIONER'S POLICY. By Telegraph—Press Association— Copyright. Router's Telegrams. LONDON, June 13. The Hon Herbert L. Samuel has been created Knight Grand Cross of the British Empire, on his appointment as High Commissioner of Palestine. 'Mr Samuel, in a policy statement, says that complete religious liberty will bo maintained in Palestine; the sacred places will remain under the control of the adherents of the respective religions; a civil administration of the country will be immediately the higher ranks consisting of British officials, and the other ranks open to the local population, irrespective of creed; order will bo firmly enforced, and tho economic development of tho country actively promoted; measures will bo adopted to reconstruct the Jewish national homo; roads, railways, harbours and electric power will be provided, waste lands reclaimed, forests planted, malaria exterminated, industries in towns and villages encouraged, and immigration developed.
