Tho report of the Royal Commission on the administration of former German territories in the Pacific Islands recommends that if the oontrol is transferred to the Commonwealth they should be administered as part of Papua or if this is disapproved tho territories should be kept separate from Papua for purposes of legislation and internal administration hut that one officer should administer both governments.
