Stanhope, in moving the second reading of tho British Nationality and Status or Aliens Bill, said it largelv codified tho Act of 1914 and subsequent measures. He contended that foreigners ought not to be admitted while ex-service men wore walking tho streets unemployed. The Lord Chancellor declared that the proposals were wholly unworkable. The Bill was not capable of being amended, and it would involve a revolution of tlio whole system existing as the result of repeated conferences between the Home and tlio dominions’ Governments. It would involve a breach of understanding with the latter, and constitute an attempt to legislate for tho dominions within their own territories, which "hey undoubtedly would resent, and to which it was wholly impossible to give effect- , Tho Bill was dropped without a division. .
