It is understood that the Hunter report is nearly ready. Probably there will be simultaneous publication in England and India at the end of March. T± is rumoured that the report will declare that martial law was justifiable, and was generally humanely administered, but with conspicuous exceptions, where officers acted injudiciously and martial law was kept on too .long. This was due partly to the Afghan war. The report is believed not to be unanimoius. There are said to be differences of opinion on General Dyer s action, some condemning it and others maintaining that he only acted as any soldier would.
