Senator Lodge passionately defended the Monroe Doctrine, the meaning o which the United States was the sole judge. “We must toll the world that ure shall nlwavs stand behind the doctrine,” he said. “No international tribune should even be permitted to question our authority.” Senator Hitcnnoek’s substitute reservation, which was acceptable to President Wilson, was defeated. _____
