LOCAL TRIBUNALS TO INVESTIGATE. [From Our Cohrbbposdent.] WELLINGTON, February 16. Last session Parliament passed an Act which provided a considerable extension of the powers of the Board of Trade. Now it is found that a further important development is necessary and it can be secured without legislation. " We have discovered," said Mr Massey to a representative of the " Lyttelton Times, "that the provisions _of the Act cannot be effectively carried out unless there are local tribunals to which complaints can be submitted for investigation, so we propose setting up tribunals of three persons in each city, their duty_ to be to investigate complaints which are sent to the Lahour Department officials, and if the evidence warrants prosecution the case will be handed to the Crown Prosecutor for action. The Auckland tribunal has been settled and the Board of Trade, during its Christehurch visit, will determine the personnel of the Christchurch tribunal. _ The names will not be announced until all the tribunals are constituted."
