ENGINEERS' STRIKE.

Mr Hughes states that th© proclamation is not intended to apply to th© engineers' private banking accounts. The Commonwealth steamship owners were granted a rule nisi for the cancellation of the registration of the Institute of Marine Engineers, Mr Justice Higgins stating that he wotild require a much stronger case to induce him to de-register the union. (Received February 12, 10.20 p.m.) SYDNEY, February 12. Mr Holraan severely condemns the Federal proclamation in connection with the engineers' strike. He says that, though the strike is a hundred times wrong, irresponsible autocracy is worse. The use of the War Precautions Act for purposes utterly unconnected with war is a most grave abuse of authority.
