" Theii enormous maritime superiority would soon make short work of my small fleet," the Kaiser says, " and thus upset the equilibrium of the world and leave you to tho mercv of Japan, and "her jubilant friends." Regarding the British Government's order forbidding German vessels to leave British ports, thereby preventing the coaling of RuFtian warships procepd:ng eastwards, the Kaiser wrote f-- " 1 must now have positively definite guarantees whether you intend to leave TOe unaided or not if England and Japan declare war on me for coaling the Russian fleet. Should you be unable to guarantee that you will loyally fight shoulder to shoulder with me 1 regret the necessity of immediately forbidding German steamers to continue , to coal your fleet." s
