COUNTY COUNCILS.
HEATHCOTE. Tho Heathcote Coupty Council met Isas evening; present—Messrs C. F. Flaveli (chairman), G. M. Hall. W. W. Scarf!. A. H. Adams, E. E. Patten and G. K. Burton. The Finance Committee reported the oounty fund in debit £270 6s €d; Avonaide electrio lighting loftu. credit £66 15s 3d; Bromlev eleotrio lighting loan, debit £99 Sa 6d; Cashmere water and sewage loan, debit £2Bl 9s 6d; Cashmere sewage extension loan, credit. £4 16s ; Valley sewage loan, debit £l7 17s 7d. The resignation of Mr Root# as inspector and overseer was accepted.
The By-laws Committee reported that the Public Works Department had advised in, respect to the exemption of Short _ Street from the provisions of the Act iat this road was simply railway land, and it would be necessary to communicate with the Railway Department and get the land allocated to the purpose of a road before exemption could bo obtained. It was decided to bear tno costs up to £5 of the work of survey and proclamation of Station Road as a public road.
The report was adopted. The IVorks and Electrical Committee recommended that in accordance with a request from the New Brighton Borough Council the Tramway Board should bo written to drawing attention to the kitate of the track in Pass’s Road. In reply to a | letter from Messrs Duncan, CotteriU and Co., stating that a considerable portion of ! rubble lying on the land of the Cashmere Estate had been removed by officers of the county, it was recommended that a reply should be sent stating that so far as the council was aware no rubble had been taken by its officials. In regard to a communion-' tion from the Woolston Borough Council concerning boundary lamps it was recommended that the matter should be held over until measurement had been made of the exact | distances of the lamps from the boundaries. I The report was adopted. I The oounty clerk reported that there had been three electrical connections in Bromley and four in the Valley. One building permit had been granted in Bromley (£9O), two in Cashmere (£1905) and two in Hillsborough (£355). The clerk stated that he had attended tho adjourned meeting of the commission set up to make recommendations for the definition of the boundaries of the city of Christchurch, and indicated that so far as the Heathcote Council was concerned it was prepared to agree to a definition in accordance with the resolution passed at its last meeting, at the same time drawing attention to disadvantages that would accrue in respect to loss of heavy traffic fees, allocation of fees aud fines, and further partition of the county, inasmuch as it would cut off communication over roads between separate districts under the control of the cdifhcil. The report was adopted. _ The inspector ropor'ed that owing to tno bad weather portion ot the road at the junction of Hills Road and Vernon Terrace had been scoured away, probably through a culvert being blocked. Repairs had been effected to Hills Rond from Scrutton s Road to Chapman’s Road. In Dyer’s Pass Road extensive repairs had been effectetd to the channel and kerb above the Rhodes Convalescent 1 Home. a j The report was adopted. . * I It was decided to grant a reneiral of A. J. White Ltd.’s, lease of section at Heath oote bridge at a rental of £2O per annum. A comnlaint was made regarding the state of the Valley Road, and it reply that the matter would be attended .

The chairman reported having waited on the Tramway Board s Works and Traffic Committee urging that a proper tram service be instituted as far aa Hornby. He stated that he regretted that the figures given him were confidential. The Waimairi County Council wrote with regard to the formation of a footpath on the north Jsiclo of the Yaldhurst Road from. Mnsham to Hawthornden Road. The council was of the opinion that the proposed path was not yet warranted, as the existing path was on the sheltered side of the road, where- • as the proposed path would be exposed to bad weather. ... .. . Y letter was received from a resident on Hanson’s Lane asking that a footpath be formed on the western side of that Toad, ana stating that the present path hod not received attention for three years, with the result that there was now no indication ol the position of the water table. It was decided to refer the matter to the Waimain County Council who have charge of this niece of boundary road. , Messrs Langdale-Hunt. Freeman' and M&ginness were iv-po'nted to wait on the South Waimakariri River Board with regard to the amount of the annual charge to the . board for \ya + er-races.
