NEW BRIGHTON BY-LAWS.

TO THB EDITOR.

Sir,—As a resident of' the borough I feel it my duty to strongly protest against the laxity displayed in tho administration of the borough's by-laws. Every day in the week thoro are numbers of breaches: Cattle wandering, cycling on footpaths, riding without lights, motoring and motor-cyciing at furious speeds along our main thoroughfares. With tho busy Boason coming on o"o begins to wonder what it will be like. Su ,'y better supervision than is being: done to-day can be given to this most popular of our seaside resorts.—l am, etc., FINES WANTED.
