GOVERNMENT'S PROPOSALS. THE ROYAL COMMISSION. [Per Press Asuociation.] WELLINGTON, August 24. The Minister of Mines stated to-day that proposals for a Royal Commission had been submitted to of the Coal Mine Owners' Association and Miners' Federation,. Mr MacDonald said that in the circumstances he could not disclose details of the proposals till both parties to the disputo had had an opportunity to express an opinion. Already the Government had committed itself to a comprehensive investigation through the Board of Trade, an inquiry which ranges from the seam to the. consumer. The idea with the Royal Commission, is to have a general stock taking on a field .much widet than the ground of the dispute between the employers and the miners.
