Sir James Allen said that administra-. tive heads had a perfectly proper function in trying to ascertain suggestions that were suitable for adoption. I hey were not discussing the report in any" critical spirit. As Departmental experts they were the men best able toy judge the practicableness or tl* Commission's recommendations. -
