WASHINGTON, August 1. It is officially announced that the fourth Liberty Loan campaign will start on September 28. and end on October 19, for not less than £1,200,000,000, FOOD DISTRIBUTION. l WASHINGTON, August 1. The Food Administrators, acting under an arrangement between France, Italy and the United States, have cabled to the United States Government from London as follows:—"We cannot administer the food problem on the basis of one year mor o of war. We must prepare for a long continuance, to ensure absolute victory." The message adds:—"While increased production in the United States renders some relaxation of the restrictions possible, yet it is necessary that rigid economy and the elimination of waste should be practised in Allied countries and • the United States."
