GERMAN POLITICAL CRISIS
A political crisis is stated to have arisen in Germany. Some of the newspapers call on the people to revolt. Count Czernin's statement on behalf of Austria raised a storm of criticism in Germany. Von Zuehlmann and Czernin have gone to Brest Litovsk. THE AMERICAN TEOOPS. Mr Newton D. Baker, Secretary for War in the United States, said that there would bo 500,000 American troops in France early this year. More men than were expected hftd been transported to Europe.
