KAISER IN TURKEY. TO INSPECT DARDANELLES DEFENCES. AMSTERDAM, October 17. The Kaiser, who will visit Constantinople shortly, will inspect the Dardanelles defences. GERMAN OFFER TO BULGARIA. Keutcr's Telegrams. AMSTERDAM, October 17. An article from a well-informed source in the " Weser Zeitung" indicates that one of the objects of the Kaiser's visit to Sofia was to induce Bulgaria to attack General Sarrail, with Salonika as the promised reward if successful. The article states that Grceoo is expected shortly to declare war against Bulgaria, whereupon the latter will bring 800,000 troops against General Sarrail, leaving 200,000 in the Dobrudja. REASON FOR VISIT. (Received October 18, 5-5 p.m.) LONDON, October 17. Tho " Daily Express's " Amsterdam correspondent says:—The Kaiser's sudden rush to Sofia and Constantinople is due to information that the Bulgara and Turks can hardly stand another winter of war. The Kaiser hopes to revive their faith in' Germany's cause.
THE GERMAN MUTINY. HUN LIEUTENANT'S STORY. HOW THE RISING ORIGINATED. t istiW YORK, October 17. The "New iork Sun " prints a story of the German mutiny, written by 14udoipn Gutter elder, second-lieutenant in tho German navy, and oiie of the leaders of scaiuous propaganda, who escaped to Switzerland.
He was formerly assigned to the cruiser Magdeburg, but the Russians captured him during the bombardment of Libau on September 4, 1914. Later he was exchanged incapacitated. Glatofeluor relates the organisation of tho disloyalty in the /navy, and says that the first idea was io agitato hi tho army in France and Belgium. It was then decided to concentrate on the navy. Comrades, many of whom were women posing as nurses, were sent, to sixteen centres. Glatefelder's group was sent to Aldhelm Haven, where 2OUO were engaged in anti-militaristic work, 1500 at Kiel and 800 at Cushaven. Many officers sympathised with the movement. Ono captain sank his ship at. Bremerhaven, but the loss was never admitted. Twelve thousand sailors and marines participated in the revolt at Wilhelmshaven on July 30 A bloody conflict lasted from morning till night. They mobbed the admiral and fifty officers who preached Government propaganda, killing tho entiro party. They then set fire to barracks and sheds containing; four Zeppelins, also warehouses on the wharves, the naval observatory and one arsenal. The forts sided with the rebels and engaged eleven other forts. Bridges, buildings and four uncompleted warships fitting out in the harbours were blown up The authorities meanwhile called on tho loyal soldiers, and the mutineers attempted to reach the warships in the Harbour. Some succeeded, others were mowed down by machine-guns. Glatofelder writes as.follows:—"lt is only one of the early incidents of general discontent in the German navy's ranks. Before this account is printed other grave events may occur. Other nations will no longer accuse us of nothaving such courage as is necessary for making rebellion. A few hours prior to the mutiny tho authorities ordered the sailors and marines from the warships b'ecauso they could not trust them aboard."
Glatefelder deplores the fact that the mutineers had no prearranged plan?. Ho asserts that ugly conditions prevail at the naval bases, and that the hospitals contain many repulsive cases which tho Government are concealing from the public. The dead aro buried at sea. regular death ferries beine maintained. A crew of one ship which revolted in June threw the captain and several officers overboard, and shot the Lutheran minister who uttered the words "Our beloved Kaiser and Fatherland." Glatefelder's storv reached the United States a week before Admiral vou Canelle made his announcement in tho Reichstag.
