NEW YORK, September 16
Mr Frank Simonds, writing in the “ Tribune,” examines the latest war statistics, and says that Germany confronts the certainty of a fourth year with a reservo of less than ono million men, composed of boys.
Mr Simonds believes that Germany will exhaust her last reserves before September, 1918, and will then he forced to chooso between shortening her lines or courting disaster. AMSTERDAM, September 16.
The announcement lias been mndo at the Cologne recruiting office that boys of fifteen may enlist.
GERMAN CRUELTIES.
PRISONERS IN HUN CAMPS. WASHINGTON. September 16. Tho State Department lias received reports regarding cruelties in tho German prison camps. Some Russian soldiers cut a tunnel with a knife and escaped. They state that tho (Ret is solely bread and turnip soup, with a little ho -jo meat occasionally. The tortures included enforced standing to attention for twenty-four hours, and suspension hy the wrist. One labour battalion was thus reduced fiom 2000 to 500. POLAND. THE TEUTONS’ SCHEMES. AMSTERDAM, September 16. The Kaiser and the Emporor Karl announco the immediate formation of executive bodies in Poland, pending the representation of the people on a democratic basis. The Central Powers will only deal with matters arising out of the war.
