A COMPROMISE FORMULA

" NOT A WAR OF CONQUEST."

REORGANISATION OF THE MINISTRY.

The many gatherings of political parties and groups have apparently resulted in a compromise formula which was introduced at a full sessiou of tho Reichstag. The formula, to which tho National Liberals, the Centre majority and the Socialists have agreed, demands that Dr von Bothmann-Hollwcg shall adhere, to his standpoint of August, 1914, that tho war was not a war of conquest, and that Germany's readiness for peace, demonstrated by tho December Note, still holds good. It is semi-officially announced that Dr ron Bcthmann-Hollweg will accept this Middle Party, excluding both the "Extensive Annexations" and the " Peace without Annexation and Indemnities" party. The " Berliner Tageblatt" announces that Dr von Bethmann-Hollweg's position is now very strong, as he enjoyr. the Kaiser's full confidence. The " Lokal Anzeiger," however, states that the National Liberal Party unanimously voted that, the Chancellor was no longer worthy of confidence. Dr von Breitenbach, tho German Minister of Railways and Minister of State and Public Works in tho Prussian Ministry, has resigned, and also Herr Zimmermann, Dr Helfferich and Dr Solf, to enable tho Chancellor to offer portfolios to the representatives of the various parties.

Von BethmannHollweg retorted that Hindenburg had utterly failed to achieve the great military victory in France ho had promised.
