FURTHER IMPORTANT SUCCESSES. HALICZ CAPTURED. The High Commissioner reports:— LONDON, July 11. A Russian official message states:— Halicz lias been captured. We have advanced westwards to tho left bank of the Lomnitza.
On tho Rokororczany front wo have advanced westward, taking two thousand prisoners and thirty guns.

PETROGRAD, July 11. Twenty-six thousand Aubtrians aud Germans have been taken prisoner since July I. .between June 19 and 25 General Kornilov also put out of action over eighty thousand Austrians and Gormans. A hoavy bombardment is proceeding before Brzezany, and also along the whole line of the Dvinsk-R;ga sector, preventing tho Grmans transferring reinforcements to Galicia. The enemy is hurrying up Bulgarian troops. Eighty thousand Transylvanian Rumanians,, who formerly were in the Austro-Hungarian army and who uro now Russian prisoners of war, expressed ii desire to join the Rumanian army. Tho first battalion of thoso Rumanians has reached Jassy. The "Death's Head" battalion of women has left Petrograd for the front, under Madamo Bolchkarera, Admiral Skrydlov's daughter, who fought beside her husband until ho was killed.
While General Brusilov is scoring a brilliant success on then front, the United State?.' aid is greatly assisting the Provisional Government. America is lending Russia money at 3$ per cent for building a second line on tho Siberian railway, arid is giving ten thousand _ waggons to assist the defective Russian transport. Tho Provisional Government is aho facing a task of overwhelming magnitude in organising sixty million voters, half of whom are illiterate, for the election of r, constituent assembly.
