Hoborts, G. W. White, G. H. Borrows and D. M’Kao. Tko town clerk reported that notices had been served to have drams cleared on property in St John's Street, <and ihuic. JBowrons ■J.'-annory, Limited, had laid tho ionndations of a new buildint;, the plans of which had not been sent to tho council. Otto building permit had been issued during tho past lortvaluo £450. The report was approved, tho cierlc being instructed to inquire with reference to the building at Bo tv rou s lan'Siq Electrical Ocmmitteo’s report stated that the tvlioLe question of insialtaiions m nrivalo houses had been considered, and it was rocommended that the proposal to doirow £IOCO for tho installations should be .abandoned, and tho material purchased as required. Tito work at the sub-s.atmu was completed, and tho council was recommended to draw up a testimonial of appreciation to Mr Scott, who had been engaged to do tti© initial work. Tho roport was adopted, and it was agreed that, a special mooting of the council should bo held (it tno sub-station on Tuesday, July 17, to inspect tho work. The By-Laws Committee rooommonded that the district health officer be requested to inspect four buildings which woro alleged to bs in an insanitary condition. Tho rocom. mendation was adopted. Tho Reserves Committco recommended that as tho recreation ground was to be closed, tho caretaker’s ongagemont should bo terminated. Tho report was adopted. Tho WorJts Committee's report, which was adopted, recommended tho acceptance of tho Glenmoro Brick Company’s tenders for metal and screenings, and that the lilford jH re °t Bridge over tho outfall drain bo redeclced whero necessary. , , ~ . Tho Finance Committee recommended that discrimination should bo used in making remission of rates; that a subscription of Ao bo made to tho Canal League; and that accounts amounting to £317 5s lOd bo passed for payment. Tho roport was adopted. A peiition was presented from tho residents protesting against the proposed removal of o house belonging to tho Christchurch Technical College from Ensor’s Road to Wluitmgton Avenue. Letters wero also read from tho director of the college. Tho papors were referred to the By-Laws Committee. Mr H. G. Ell, M.P., wrote asking the oouncil to make a grant towards the Summit Road Fund, whon next tho borough estimates wero considered. Tho application

was referred to the Finance Committee. Councillor Hart gave notice of motion that tho minute on the books regarding tho sanitation of tho school bo rescinded. Tho Mayor gavo notice of motion that no new business should be taken by the council at its meetings after 9.30 p.m. LYTTELTON. Tho Lyttelton Borough Council mot last nvoning; present—Tho Mayor (Mr TV. T. Lester), and Councillors T. Hompstalk, C. H. Agar. J. T. Norton, F. G. Norton, J. J’. Gower, M. Miller, J. It. Webb and J. H. Collins. A letter was received from tho Canterbury Automobile Association pointing out thot the work in connection with the Christchurch Lyttelton Road was absolutely at a stand stall and urging that it should he completed. Councillor Colling stated that as the association had paid out its share of tho money involved it was the duty of tho council to oonclude the work. Councillor Miller said that tho Government should bo urged to complete its share of the contract. Councillor J. T. Norton said that tho road was dangerous owing to tho faot that largo boulders wero continually falling on to the road, and were a rnenaco to traflic. On the motion of Councillor Collins it was decided to write to tho Minister of Internal Affairs pointing out tho urgency of the work and asking tho Department, to proceed l with it. The Director of Education, Dr Anderson, wroto to the effect that tho disestablishment of the Lyttelton District High School had boon postponed for the present. The letter was received. Tho Hastings Borough CouWl forwarded a copy of tho Nat Beamish national develop meat scheme, accompanied by tho following resolution, which it asked 'the council to endorse: —"That this council is in earnest sympathy with iho scheme as propounded and outlined TTy Mr Nat Beamish in respect of national development and considers that the scheme.contains .many good points and vainablo information necessary to tho foundation of success and pledges itself to diligently assist in bringing tho scheme more prominently to tho notice _of the authorities by asking the other public bodies to co-operate, and also by writing to Sir John Findlay. ' M.P. for Hawke’s Bay, to use his influence.” Councillor J. T. Norton said ho had road tho pamphlet and was of opinion there were o number of good suggestions embodied in the scheme. . • ~ , After discussion it wan decided that the scheme .should bo referred to the Govern mint for consideration. The Lighting Committee reported that it is intended to extend tho gas main for a distance ol 400 foet to Crcssy Terrace at a cost of £2O, to provido for additional services. Tho report was adopted. In the matter of an application front the Trinity Tennis Club to lower tho storm water sowor crossing the club's courts, tho Works Committee recommended that the sewer be lowered by tho- council as required, provided tho club undertakes to pay tho lull cost of the work, and that the council refunds to tho club one-third of the cost when the proposed now courts are laid down and completed. The report was adopted. Tho financial statement, which was adopted, showed receipts amounting to £5lB 18s 7d, and expenditure to £1490 4s Id. Tho net debit balance, including temporary loans, was £12,495 13s Bd. Accounts totalling £570 5b lOcl were recommended for payment. Tho following notioo of motion was given by Councillor F. G. Norton: —“That the Government bo requested to give hospital boards authority to borrow money for capital expenses.”
