(d) Tho said loan shall have a currency of fifteen (15) years and bear interest in tlio meantime at a rata not exceeding five pounds five shillings per centum per annum, and the provision for repayment is that tho loan shall at the end of its period be repayable partly by means of tho sinking fund.
