(c) Tlio proposed security for such proposed loan, and for providing a sinking fund of U per cent in respect thereof, is a Special Mate of One Hundred and Seven ty-flve-Ten Hundred and Twenty-fourths of a Penny in the Pound upon tho unimproved value of all ratable prooerty comprised within tha City of Christchurch. (d) Tho said loan shall have a currency of fifteen (15) years and bear interest in tlio meantime at a rata not exceeding five pounds five shillings per centum per annum, and the provision for repayment is that tho loan shall at the end of its period be repayable partly by means of tho sinking fund.
