A German professor, Hanr Delbruck. writes in the "Tag” as follows: "Why should not our future strength against England lie in the submarine? It will be objected that the submarine may .be vanquished by a new invention—the English may build the Channel tunuel, and establish a connection by land, though it used not to be thought, that this would increase their security.
