(2) A father in tho circumstances you describe would be liable to be called up when demands were made on the Second Division of the National Reserve, of which thero is no immediate prospect. An appeal for exemption could be lodged by him, after being called up, and the Military Appeal Board would give due consideration to all the evidence placed before it. If the man wero constn-ipted provision would be made for the children's welfare.
