BOARD OF GOVERNORS. Tho Board of Governors of tho Christchurch Technical College met. last night, Mr Gcorgo' Scott •'■•presiding. .. , r ) , • -. KJSC'pGMTIOX OF TRAINING. . The chairman reported tiia.t lie. had received a letter from the Marino Department, ' agreeing that two-thirds of rlic day students’ time should count as qualifying attendance for exemption cortiiicate's.of.examination as thirdr.ass engineers up to a maximum of two years,,and for, night students four months’- time for every they attended the evening classes, with a maximum time of one year for such stiidehts.’ ' Every applicant for ‘ a third-class, .engineer s certificate had to satisfy' .the Minister that he “ had worked-as apprentice - for- at least hve-years :in a workshop, or snops,-.where engines word' mariufactuted or repaired, or where utlior Y.-'ork of a similar class was performed/’ The Marine Department now recognised three years spont by - pupils : in the Technical' High' School as equivalent to two 1 years’ apprenticeship, and, three years ’-spent/in tho evening school as equivalent to one year's apprenticeship. This was a very high testimony to t-ha value of "tlio work. Ho wished the hoard to consider whether the Minister of Railways should not bo rip* preached with a view to the institution of a similar inspection so that the . officials .of the Railway 1 Department, might make themselves acquainted with tee work that was being doiio, and be prepared to give some recognition to its value. At present the Railway Department gave no recognition whatever, and was just as ready to take a/ hoy who had'only passed; the fifth standard as to" take one with technical training. The only,thing , that was taken into • consideration, apparently, .was which hoy had his name down first on the waiting list. The chairman’s recommendation was adopted. GOVERNMENT EXAMINATIONS. The Ladies’ Advisory Committee recommended that in view of tho .fact that, throughout Now Zealand there were, institutions- providing instruction in the various branches of domestic science, tho time was ripe for tho institution by the Government of examinations to. test the- resujts of tho work, and to give to those qualified an official certificate. At present such exaruinations were conducted by the Government on behalf of the City and Guilds of London Institute, but tho Advisory Committee believed that it, would be --nioli more satisfactory if the examinations .were arranged by tlio Education Department itself. The report was adopted. DIRECTOR’S REPORT.
The director reported that, tho college was iu vacation until September
11. 'On August .7 Miss Baughan had given an evening at the Hostel, describing her travels in California and Arizona. The Ladies’ Advisory Committee hoped to arrange for a series of similar addresses throughout next term. The staff desired to-express their gratitude to the City Council for laving down the roadway in asphalt. This had resulted in a great deadening of the sound caused by the heavy traffic.. The report was adopted. EDUCATIONAL REORGANISATION. Tho Southland Technical 1 College forwarded a report which it had sent on. to members of tho Government, protesting against the comparatively small grants for technical eduaction. It urged that the capitation grants'to technical high schools should bo equal to those of secondary schools, and that education in tho evening classes should he made virtually free as soon as circumstances permitted. Tho board also considered that technical education should bo given representation on tlio Council of Education. The Dunedin Technical-Collego wrote, in reply to the Christchurch board’s request Tor an opinion on the reorganisation of tho elementary school system, that it recognised that a complete reorganisation of the whole education system would be required after tho war. The board therefore thought that the Education. Department should bo asked to issue a preliminary scheme outlining the Government’s ideas on the subject, and calling for suggestions and amendments from all sources. The enI larged scheme should then be submitI ted to the various educational authorities. , > The letters were referred to the Appointments and Classes Committee, j MISCELLANEOUS. ! The Sheepowners’ Union.wrote, stating- that the .Canterbury Agricultural and Pastoral Association was prepared to donate ri third (£3O) of the cost of enlarging the shearing shed on the Show Grounds. Surgeon-General Purdv wrote, asking that the hoard should forward a further thirty , pairs of crutches made by the students. In view of the considerable loss involved in the class for nurses in invalid cookery. it was decided to inform the Hospital Board that in future the fee would be £1 a term..
A grant of £2O was raade_ towards the cost, of the college, magazine, and it, was agreed to hear tlio expense of sending a copy to each old hoy at the front-
The Finance Committee recommended that, in view of the' approaching retiieiuent of the director from tlio position of director of manual training under the Board of Education, liis salary should be increased to £7OO, the total amount- he is at present receiving.. Tho report was adopted. It was agreed, on tho chairman’s motion. to invito the members of the uew Education Board to visit tho college. It was resolved that visiting committees of seven - members each should visit the college for each remaining month of the year. The Agricultural Committee recommended that the agricultural associations and unions of Canterbury and the Ashburton and Timaru Technical Schools should be approached,. with a. view to securing the joint services of n.< highly qualified instructor, as suggested by the chairman. Tho report was adopted. Tlio Appointments Committee reported that it had considered the proposal to grant free education to the wives, daughters and sons of soldiers and sailors, and recommended the hoard to approach tlio Department to secure an extension of tlio privilege to all who wished to avail themselves of it. Tho report was adopted.
