Such interchanges will be rendered easier, if necessary, by fiscal and Customs conventions. This means practising tho principle that tho whole war, with oiie Qiid and one end only, should be waged on one front by one army and with one stock of arms and munitions. The any is not far distant when Italy will take vengeance on Austria by striking at Germany.
