Count Tisza, Hungarian Premier, in an article in a Budapest newspaper, says that Britain, by remaining mistress of the sea, had stopped the Central Powers' "overseas commerce, even the passage of foodstuffs through neutrals. Ho adds: "Mainly through Britain's cold, calculating, cruel policy the condition of things which formerlv applied to beleagured towns is now applied to 150,000,000 people."
