PROPOSAL FOR REFERENDUM

SYDNEY, July 28.
In the Assembly Mr A. C. Carmichael moved his motion in favour of a referendum on the question of curtailing; the hours for the sale of liquor. He said that he took this action on the ground only of national economy and limiting the extravagance of the public. After a debate, in which the majority of the speakers favoured action, but without going to the expense of a referendum, Mr Holman interposed to ask Mr Carmichael to explain why he took action without consulting the Government or caucus, when his proposal was not included in the Labour platform. Mr Carmichael replied, " I always thought members of the caucus were bound to vote on matters on the platform or affecting the fate of the Government. The Premier, who has been as bewildering as a double negative, reverses the whole thing." The motion was negaitived by 25 to 17.
