General Botha has proclaimed martial law throughout the whole of the I territory hitherto known as German , South-West Africa. RACIALISM. HEIITZOG'S DISLOYAL GRAMMECONGRESS AT BLOEMFONTEIN. (Received July 18, 3.35 p.m) BLOEMFONTEIN, July U General Hertzdg at a National Congress outlined lift) election programme, which demands an amnesty for all imprisoned on account of armed protest; a guarantee in the constitution of trial before sentence to prevent occurrences such as the deportation of the strike loaders; an amendment of the Defence Act so that the Government will not be entitled to invade a country in au offensive war, using unwilling men for the purpose. Tlio Congress adopted the programme and passed a resolution expressing deep grief at the tragic happenings by which De la Rey, Beyers and Fourie were sacriffoed. A c’erical delegate in moving the resolution urged that the ground where Fourie was snot for treason should bs purchased, because it was holy ground. Ho hoped that a huge monument would be raised in memory of these men. The newspapers regard the congress ns a ver'table orgy of racialism and: vindictiveness. Undoubtedly it represents a formidable movement, nevertheless, it enables the public to vividly contrast Hertzeg’s 'barren radialisms! with Botha’s practical achievements. HERTZOC DENOUNCED. LOYALTY OF THE LABOUR PARTY. (Received Juij Ta, 3-45 d.tu.) CAPE TOWN, July 17. Mr Crass well denounces General Hert-zog and challenges him to declare his attitude respecting the contingent for Europe. He added that the Labour Party would heartily co-operate with the Government in seeing the Empire through. He paid a tribute to the loyalty and honour of Generals Botha and Smuts. GENERAL BOTHA’S ORDER. A TRIBUTE TO HIS TROOPS. (Received Julv 18, 7 p.m.) PRETORIA, July 17. General Botha, on the eve of his do. parturo from South-west Africa, issued a general order thanking his men for their whole-hearted co-operation. General Botha finds in the magnificent work thov performed uncomplainingly and resolutely an indication of what may he expected of citizens who place duty before personal interests.
