Customs officials at Venice seized two trackloads of beer from Berlin coa-i signed to Tripoli. Ninety-two barrels contained French rifles and ammunition intended for the Arabs,, apparently intended to cause Italians trouble in Tripoli.

GERMAN OFFER TO ITALY.
FLATLY REJECTED BY EMPEROR. ROME, March 14. The " Messagorb's " Vienna correspondont states that the Emperor Francis Joseph flatly rejected Germany's recommendation to cede Trentino and a portion of Istria to Italy. Evert' Minister supports the Emperor, Including Count Buriati, Foreign Minister, who was previously inclined to negotiate with Italy. Germany will be asked to send Bavarian troops to the Tyrol, which request she recently refused.
A TURKISH OFFER.

The Sofia, correspondent of h* "Daily Mail" sthtes that Turkey, with Germany's and Austria's support, has offered Bulgaria the Enos-Midia frontier on condition that she should simultaneously occupy Mncedonift. Bulgaria refused the oßer.
