The Pan-American Union has nominate*!? a- committee to consider plans to the neutrality of the South American republics during European hostilities*. Peru proposed enlarged neutral zones in both Atlantic and Pacific waters, open to neutral ships, without risk. Chili proposed that belligerent vessels should be allowed only euough coatto take them to tho nearest port of an< -'adjoining country, unless they agreed to go direct to Europe. If merchantmen violated neutrality no coal should be furnished to any vessel belonging to the same company. The committee proposes to hold a series of conferences, with a view to adopting a definite scheme.
