(Abridged from Press Association Report.) Tuesday, September 1; LEGISLATIVE COUNCIL. ; .;• AFTERNOON SITTING. The Council met at 2.80 p.m. BILLS. The Whangarei Harbour Bill wa* read a first time. * The Hon F. H. D. Bell moved the third reading .of the.. Master and Apprentice Bill.. He stated that the Bui as now amended applied not only to immigrant boys, but also to boys engaged in New Zealand. After some debate the motion waa carried, and the Bill was passed.' The Council went into committee upon the Publio Bodies Leases' Bill, which was reported without amendment. ■■'," "/• The Council went into committee upon the Licensing Bity. ;•' Speaking upon the question of the) 20 per cent limit fixed for the strength > of."wine, the Hon F. H. D. Bell said that so far from the. standard being too. high he found from investigation that the standard was not high enough. He hoped to have the data, ready, to place before the Council to-morrow, and therefore asked f or. a postponement. ; .* ;,_• y " Clause 2a was agreed to. - It provides for the employment of electoral returning • officers to also take the licensing poll. A new clause, 4, was inserted providing for the amendment of the principal Act by prohibiting the safe of liquor for consumption off the premise* 'to any person under the age of twentyone years._ > Sub-section 2 of clause 7 K which,provided for the delivery of liquor in nolicense districts upon .the same day upon which it is taken into such district, was struck out, as the Minister pointed out such.provision would be unworkable in some districts. A new clause w.ns added by the Hon A. T. Maginnity providing for a chairman of a licensing committee alone to sign temporary transfers of licenses. .'• The Hon J. Barr moved a new clause providing that no person under the age of twenty-one should be employed * inor about a - bar in any capacity. The clause was agreed to on a!di» , vison by 12 to 11. • ; Later the words "or about" were* deleted by 12 votes to 11. ' - : Progress was then reported and the Council rose at 6.15 p.m. ' ' Wednesday, September 2.AFTERNOON SITTING.; ; „ ~ The Council met at 2.30 p.m. FRIENDLY SOCIETIES. .-■>' • The Hon W. Beehan moved that th« Minister in charge of the Friendly Societies Department should be requested to take into consideration the advisability of bringing in a Bill having for. its object the subvention of friendly. sV cieties in certain cases and for purposes consequent thereon or incidental thereto. He spoke at considerable , length upon the subject, urging that some form of subvention was necessary ' to save the life of friendly societies/ ■' \ '■ The Hon F. H; D. Bell said that ths Government would offer -no objection to the motion, but" there was greatJdifficulty in any Government,stepping, in with a scheme of subvention * for large: self-governing societies; Y i r The motion was agreed to. ..
