NEW ZEALAND’S DELEGATE TO INTERNATIONAL GATHERING. [From Our Correspondent.] WELLINGTON, June 1.

At the end of tho month Mr W. R. Morris, secretary of tho Post and Telegraph Department, will leave the dominion to attend the International Postal Congress at Madrid. The previous Congress took place in 1906, at Romo, when Sir Joseph Ward, Post-mastcr-Gcnornl, represented the dominion, and was successful in securing for this country a separate vote, a difficult and delicate matter to negotiate, as tlio majority of members were disinclined to alter the status quo for lcar of giving British representatives a preponderating iufluenco. No doubt the question of a universal penny post will be again brought up at the Congress. Sir Joseph Ward’s motion in 1906 in ■favour of this ideal received support from delegates representing 350 millions of people, it actually prevails to-day between New Zealand and all parts of tho British Empire, and also Chili, Costa Rica, Grenada, Italy, Liberia, Madeira, Mexico, Muscat, Paugopaugo (Samoa), Paraguay, Peril, tho Phillipines, Porto Rico, Portugal,

and Portuguese possessions, feervia, Siam, Tonga and tho United States ot America. , Accompanying Mr Morris will be Mr Hooper, of the Agricultural and Commerce Department, who was present with the New Zealand delegate at the Rome Conference. Mr Hooper was formerlv on the High Commissioners staff in London, and is an. expert French linguist, this being tho official language iff the Conference. . During tho absence of tho Socretaiy to the Post Office tho position will bo temporarily filled by Mr F. V. Waters, one. of the assistant secretaries, win has -had a lifelong connection v\ ith ‘he Department. .......
