GERMANY SUSPICIOUS.
ANGLO-RUSSIAN ALLIANCE FEARED.
PREPARING FOR WAR.

The "Daily Chronicle's" Berlin correspondent says that the newspapers are discussing the report that an An-glo-Russian naval agreement exists. Professor Schiemann, confidential adviser to the Kaiser, writing in the " Kreuss Zeitung," pleads for a definite official utterance as to whether it is true that an Anglo-Franco-Russian naval convention exists concerning both the Mediterranean and the Baltic.
A Berlin message says that since tho Moroccan crisis there has been discussion regarding the possibility of making systematic and economic preparations for war.
A meeting of the permanent Committee Which' advises the Government on commercial subjects discussed the question under the presidency of the Minister of the Interior. It was decided that the committee should take charge of the problem.
