BREACH OF LOTTERY LAWS. ROME, May 28
Robert Munro, agent for an international turf syndicate, has been arrested for a breach of the lottery laws. The syndicate flooded British colonies and other countries with sweep circulars. Two of Munro's colleague's have disappeared.
