GERMAN ARMAMENTS. SUGGESTED MOVE TO LIGHTEN PRESSURE. By Telegraph—Press Association—Copyright BERLIN, May 13. Rear-Admiral Witschel, writing in the "Neueste Nachrichten," recommends Austria-Hungary to increase her navy in the Mediterranean until it is 20 per cent above that of the combined fleets of the two next strongest Powers. This would, he says, compel Great Britain to increase her naval strength in the Mediterranean, and lighten the pressure on the German fleet in the North Sea, a matter which would be serious owing to the sure development of a Russian Baltic fleet.
