CHRISTCHURCH CITIZENS’ ASSOCIATION.

A meeting of the General Committee of the Christchurch Citizens’ Association was held on Thursday evening; present—Messrs H. Burson, W. EBroadway, D. Crozier, S. HurstSeager, J. A. Frostick, W. H. Gulliver, W. Hayward, jun., F. W. Johnston, G. D. Macfarlane, H. J. Otley, B. Setli-Smith, H. H. Smith, J. Maweon Stewart and F. H. Labatt (honorary secretary). Mr H. H. Smith (vice-presdient) said the first business before the meeting was the election of a president. On the motion of Mr H. J. Otley, seconded by Mr W. E. Broadway, Mr J. A. Frostick was elected president. Mr Frostick, in thanking the members, said that amongst other matters to be dealt with was that of a town hall site, and he hoped that a site would be suggested that would give general satisfaction to the citizens. In regard to the oroposed additional rating, he stated that Messrs C. A. Wilson and G. M. Butterwortli would give their views on the subject. Mr Wilson said that the proposal for further racing in connection with Hospital and Charitable Aid, sewage, water and electric light meant an increase of £.5000 in the rates, the burden of which would fall mainly on the Central Ward.

Mr G. M. Butterwortli said he was opposed to the principle of fating on unimproved values. The proposal referred to would mean that a further burden would be thrown on the active part of the city. The president, in thanking Messrs Wilson and Butterwortli for their addresses, said 'that it would be interesting to members to hear the other side of the question. After discussion it was decided to ask Mr H. G. Ell, M.P., to give an, address before the Association on rating on unimproved values. The following sub-committees were elected :—Public Buildings, Messrs H. Burson, J. J. Dougall. S. HurstSeager, J. Jamieson, F. W. Johnston. H. H. Smith and F. Storey; Roads and City Improvements, Messrs W. E. Broadwav, D. Crozier, I). 11. Gulliver, W. Hayward, inn., A. Kaye and B. Seth-Smith; Electric Lighting and Power, Messrs F. E. Jones, G. D. Macfarlane. A. E. Moore, H. Sorensen, jun., J. Mawson Stewart, B. .SethSmith and H. 11. Smith. On the motion of the president, seconded by Mr W. Hayward, jun., a vote of thanks was passed to the honorary secretary (Mr F. H. Labatt), who was retiring from the position.
