CONCILIATION COUNCIL.: UNITED BOILERMAKERS CASE. REFERRED TO ARBITRATION Yesterday the Conciliation .Council met to discuss the - demands made by the United Boilermakers. Iron and Steel Shipbuilders’ Union. , The ' assessors were: For the employers, Messrs F. W. Anderson, H. Topliss and F. Cooper; for the Union, Messrs J. O’Brien, J. Moore and J. Dowson, ,Thg Commissioner, Mr J. R. Triggs, presided over the Council- • The employers suggested that the old award should be agreed- to with tlje exception of the overtime - and ■ holiday clauses. The overtime clause suggested •was that all time worked in -of the usual hours should be paid for at the rate of time and a quarter for the first two hours .and then at the rate of time and a half. Regarding holidays, it was proposed to pay at the rate of time and a half on New Year’s Day, Easter Monday and King’s Birthday. and double pay on Sundays, Good Friday, Labour Day and Christmas Day. The Council proceeded to discuss the demands seriatim. The Union asked for a working week of forty-four hours, the assessors' Contending that that was the proper basis for such a strenuous .trade. . Mr Anderson said that the system or allowing each firm to make its own arrangements to suit its particular requirements would be preferable. After some discussion it was decided to take. the hours and • wages clauses together. The .employers objected to the inclusion of men working punching and shearing machines as boilermakers. Mr Cooper said that unlike the painting, carpentering and other trades, the boilermakers and engineers had to face foreign competition. Any drastic increase in the rates of pay could only mean increased . importations in thesa lines. .... ~ No decision was come to." The :Union's, overtime, clause stipulated for double pay for work done between o and 7 p.m. and at-the rate of time and a half after that,-'.. The employers urged the peculiar difficulties'of' the trade,-.with the., sudden calls for repairs on ships, as reasons for their more moderate : clauses, whereas tho Union’s '.''representatives said that, to prevent,, some ernployers resorting to driving, tactics; a more drastic- clause jyas necessary,. - - After lengthy discussion on' "many points it was decided torefer the'.matter to the Court, there being some mention made of a probable .'dominion award.
