Grand-Admiral Von Koestcr, addressing the Navy League, said that Germany was building cruisers on tlie model of those of other nations. They could expect a great access of cruisers, especially against a Power depending on a large import trade. Germany must, he continued, maintain her naval supremacy on the Continent. She must have two strong naval wings to resist a blockade or baulk armies on the Eastern or Western frontiers.
