TO TEE BDITOE. Sir,—Mr M'Combs. in his first letter under this head, drew attention to what he claimed to be a fact, viz., that the Government proposed to go to the trouble and expense of an elaborate calculation to find out what fraction of a penny shall bo added to the original value of the lands which it is proposed to allow certain lessees to convert into freeholds, and asked Mr Jones to justify such a proposal together with the expenditure it will involve. Now, although the question has been twice put by Mr M'Combs, and has also formed the subject matter of a "Times" leader, Mr Jones has not once (so far as I have noticed) referred to it in any shape or form. Will that gentleman please explain?—l am, etc.,
