BOROUGH COUNCILS.

WOOLSTON

Tho Woolston Borough Council met last evening; present—The Mayor (Mr | J. J. Graham) and Councillors M. L. Gimblett, L. Hart, G. Lilly, T. Radcliffe, F. Newton, W. Madame., L. Hardey and M. Dalziel. Tho Works Committee recommended that permission should be granted tho Tramway Board to erect new water tanks in place of tho old ones. The report was adopted. Councillor Lilley moved—" That seven davs final notice should be given those previously informed in reference to tho cutting of overhanging fences, and failing compliance that the work should be carried out by the Council's workmen." Tho motion was carried. On the recommendation of tho Baths Committee it was decided to grant permission to tho Woolston Swimming Club to hold a carnival on October 2o and also to charge for admission. In reference to the application of the Swimming Club, that the hours during which the baths are open on Sund.av should be altered, it was decided that the hours in future should be from 7 a.m. to 11 a.m. ,• Tho Soreydon Borougli Council wrote forwarding a copy of tho resolution carried at tho meeting of representatives of local bodies, held to coneider the question of apportioning the I revenue derived from motor licenses. It was decided to approve tho resolution. Mr D. S. Turner wroto on behalf of a number of residents adjacent to the Domain, protesting against the Council's decision to permit cricket clubs to have tho same cricket pitches as in previous years, as it was considered that it was not safe. The matter was referred to the Reserves Committee. The Clerk of Awards forwarded a copy of the claims submitted by tho Canterbury Drivers' Union in reference to the employment of drivers by various local bodies. After going .through the claims, it was decided to 'approve of them without alteration. The Minister for Education wrote in replv to the Council stating that the jerseys of junior cadets are recalled onlv in cases where the corps are disbanding, and that permission had been, given the head teachers to sell tiio jerseys to tho boys at the school at a (Stipulated price. . I Tho. AVoolston Band wrote asking for ! the samo reduction of rates on the band's property as that conceded last year. Tho matter was referred to the Finance Committee. Councillor Dalziel moved that the Council should make arrangements for the full employ I ment of its teams in respect to carting I metal. The resolution was earned and I was referred to tho Works Committee ! to put into operation. I The financial statement showed a de- | bit balance on the general account of> ! £l3 Os od and a credit balance on the public works loan account of £209 10s Bd. NEW BRIGHTON. The New Brighton Borough Council met last night; Mayor (Mr C. H. Winny) and Councillors J. Ain-rer, A. Chidgey. G. W. Stamland, F Kibblewhito, A. W. Owles, C. Tsraelscn C. Withell and O. V. Bergh. Prior to proceeding with the ordinary busir,ess tho balance-sheet for 1912-lo was formallv approved and adopted, conditional to the statement of assets and liabilities being scrutinised by the Finance Committee. The Mayor welcomed the new town clerk Mr Lvon Moore, who had taken up his duties since last meeting. Councillor Ashby was granted leave of absence through sickness. Corresnondence was received rom the Treasury Department stating that the sum of'£ls9 3s 6d had been deposited to the credit of the Councils funds. The Tramway Board wrote agreeing to tho Council's scheme of planting marram grass along tho beach to Bowhill Road, conditional on the amount required not exceeding £lO. Tho matter of attending to tho drain from tho Children's Convalescent Cottage to the river was referred to the Works Committee with power to act. Tho Works Committee recommended that estimates should be obtained for the erection of swings on the beach, the cost not to exceed £-5. The committee stated that as it had no funds available, the request of the North Brighton Burgesses' Association for bathing sheds could not be acceded to. The committee also recommended that owners of sections on Bowhill Road should be requested to fence their property to prevent encroachment of sand on tho footpath. Tho report was adopted. The Finance Committee reported the receipts for tho district fund to bo £3B

7s 7d and expenditure (wages). £4O 13s 9d. Accounts were passed for payment amounting to £172 19s 9d. There was a debit balance at tho bank of £613 10s lid. The report was adopted. The Fire Brigade, Committee in its report recommended the purchase from tho, Christchurch Fire Board of a steam fire engine for the sum of £l5O, £SO to be paid as deposit, if suitable arrangements could bo made for the balance. In the event of the Council deciding to purchase tho steamer the committee further recommended the purchase of 1000 feet of 'iijin standard hose at a cost of £39 ss, and that the fire station should he enlarged. The committee also advised the appointment of a fire inspector for tho borough. The Council considered the report in committee, and on resuming the Mayor reported that tho committee had been empowered to purchaso the steamer providing a test proved its suitability for tho borough, and that the principle of appointing an inspector had been affirmed. Councillor J. Ainger moved— That Mr Foster's leave of absence date from October 1 instead of September 1, as previously arranged." He said that despite Mr Foster's ill-health ho had supported the Council during tho month Mr Mocre had been delayed. Councillor Staniland seconded the motion, which was carried. LYTTELTON. Tho fortnightly meeting of the Lyttelton Borougli Council was held last night; present—the Mayor (Mr J. R. Webb) and Councillors W. Radcliffe, J. T. Norton, M. J. Miller, W. T. Foster, F. J. Page, J. H. Collins, G. R. Rich, N. C. Schumacher and J. Guthrie. Tho Mayor said that he had attended a conference of local bodies on September 18 in connection with tho improvements of the Zig Zag. The meeting was practically unanimous as to the desirability of carrying out the suggested improvements, but a counterproposal for the construction of a new road between St Martins and Rapaki was also brought forward, and, after discussion, the matter was held over until reports were received from the respective engineers. The Lyttelton Marine Band wrote, thanking the Council for its donation. Mr J. M'Lean wroto in connection with a nuisance caused bv a drain, and, after discussion, it was decided to refer the matter to the Sanitary Committee. Tho financial statement showed the temporary loan account to be in debit £BIO9 17s 9d, less a credit balance of £4GI 7s 7d on tho district fund account. The drainage, and waterworks loan accounts had credit balances of £6B 3s 3d and £395 3s (3d respectively. Accounts presented for payment amounted to £905 8s 7d.
