After tho telegraph office closed at 2 a.m. the House continued the debate on Mr "Wilford’s motion to reduce Mr Royd Garliek’s salary by £2OO. The division was taken at 2.30, when tho motion was lost by 30 votes to 20. The class was then passed. 011 tho Post and Telegraph class. Sir Joseph Ward entered, a protest against the Estimates being brought down in globo. It was wrong in principle, and he would like to know what the position was. The Hon R. H. Rhodes said exception had been taken to tho way tho Estimates liad been brought down. Ho accordingly had a schedule prepared giving details, which had been circulated. Mr Russell suggested that if the schedule were embodied in the Estimates that would satisfy the Opposition. The Hon R. H. Rhodes agreed to this, and the class passed. While the Public Health Department was being discussed the Minister and Sir Joseph Ward tendered thanks to Dr Te Rangiliiroa, who had just resumed his placo in the House, for the services rendered by him in the north during the smallpox scare. State Coal Mines items were passed. On the State Fire Insurance Department, the Hon F. M. B. Fisher said that the balance-sheet showed better results this year than it did last year, but he admitted that there was less business between this Department and the State Guaranteed Advances Office since the change of policy, under which borrowers were set at liberty to insure with any reputable office they pleased. The loss would probably be covered by £SOO. Sir Joseph Ward contended that the loss must lie infinitely greater. The Minister was dealing only with loss of renewals, hut loss of new business must be taken into account. The State Guaranteed Advances Account was responsible for an animated party debate, which lasted lor an hour and a half, tho class being passed, and the Estimates concluded at "5.55 a.m. The House rose at 6 a.m.
