PROPOSED LABOUR LEGISLATION

EXPLAINED BY A MINISTER.

(Received September 22, 11.20 p.m.) JOHANNESBURG, September 22. Tho Hon F. S. Malan, in a speech referring to the forthcoming compulsory registration of trade unions Bill, hinted that the Federation of Trades would not bo permitted to intervene in industrial disputes. He explained that individual trade unions would be represented, ' but would be forbidden to introduce general political considerations into tho adjustment of a dispute. Ho added that the Bill would provide for a secret ballot before the declaration of a strike.
