BOROUGH COUNCILS.
SPREYDON. The Snreydon Borough Council met last evening; present—the Mavor (ilr W. R. Gahagan), and Councillors K. Nairn, T. Thornton. W. H. Atkinson, J. W. Bowles, W. H. AV.nsor, G. it. Whiting and S. A. Hancocx. The Mavor reported that Mr G. M. Herbert lmd taken up his duties as town clerk and borough engineei. The Finance Committee reported, that Mr J. Hadfield had been appointed to assist in preparing the ratepavers’ roll. The borough accounts stood as follows:—District account 10ceipts, £276 2s 7d: credit balance, £471 3s 6d: loan account debit balance, £330 6s 7d. Accounts amounting to £142 9s 3d were passed fer pajConsiderable discussion ensued on the Works Committee’s report with regard to the storm-water dram running through Mr Cotton s property, and” it was finally decided that the Council could not see its way to take anv legal action in the matter, but that in the event of the owners of adjoining lands coming to some arnica ue arrangement the Council would assist in every way. The W orks Committee reported that one permit for a building of a value of £4OO had been isSU The Citv Council wrote with reference to the supply of electricity for the borough, stating that- a conference of representatives of local bodies would be held on Anril 17. Tho Mayor and Councillor Winsor wore appointed to attend tho meeting. . . Tho Technical College wrote asking the Council to appoint a representative on the Technical College Board. Tho Mayor was. appointed the Council’s representative. On the recommendation of the subcommittee appointed, it was resolved to make a presentation from the Council to Mr M. Woodfield, late clerk to the Council, in recognition of lus valuable services. The Christchurch City Council wrote asking the Council to appoint a delegate to attend a conference of local bodies in reference to a proposed bill to provide better representation of tne citv on the Lvttelton Harbour Board. Councillor G. R. Whiting was appoint, cd tho Council’s delegate. A copy of the proposed Bill to provide for the better management of Haglev Park and Domain, and to provide funds for maintenance and improvement, was presented, and Councillors Bowles, Nairn and Thornton were -appointed to consider tne Bill and report to a further meeting. . A complaint had been received at a previous meeting from Mr Saxton in regard to what he considered the illegal impounding of his horses. 1 he Council' further , considered the matccr
and rosolved to approve cf the action ol the poundkeeper. A deputation, consisting of Messrs' Smart and M’Leau, attended the meeting and asked. that River Road should be included in the special loaw area. It was resolved to recommend tho incoming Council to plice a sum of money bn the estimate next year to provide for improving the,road ana' footpath at tjp Tyli:AT.P<*r>
