The Minister of Public Works promised a Chamber of Commerce deputation to recommend the Cabinet to protect shippers wishing for an unfettered shipping, agreement. General Hertzog's speech is regarded as widening the breach with General Botha. The latter's followers bitterly resent the attack, but General Botha is repressing demonstrations in his favour and has insisted on silence until Parliament meets.
