COUNTY COUNCILS.

WAIMAIRI. The Waimairi County Council met last evening; present—Messrs T. Bullock (chairman), W. J. Walter, J. Hanna, W. Hall, R. O. Duncan, R. Palk, R. W. Hawke, W. P. Spencer and F. Sisson. It was decided that the new bylaws in reference to lights on vehicles, should come into operation on February 1, 1913. A deputation consisting of Messrs Lamb, Waugh and Simpson, representing the residents of Wright’s Road, Sproydon, waited upon tho Council and asked for financial assistance for the work of widening the road. The deputation stated that the estimated cost of the work was £450. Of this amount the member for the district was seeking to obtain £3OO from the Government. The local residents would subscribe £SO, and they asked that tho Council should contribute £IOO. The deputation also stated that the Hospital Board would be willing to give a strip of land a quarter of a chain wide.

The chairman stated that the Council’s engineer estimated the cost of the work at £560, £llO. in excess of the deputation’s estimate. Mr IV. J. "Walter moved that the "Works Committee should be instructed to inspect the road and have power to act. Mr F. Sisson seconded the motion.

Mr Hall moved that the words in the motion “ with power to act,” should he deleted. Mr Hawke seconded the amendment. Tho amendment was carried, and the committee was instructed to report. Mr Gibb, a ratepayer, waited upon the Council and protested against his having to pay a 10 per cent penalty, in view of the fact that he had had no previous notice that his rates were due. It was decided to remit the penalty. The Auditor-General wrote urging tho opening of a special trust account for loan moneys. It was decided to immediately comply with the request. Accounts amounting to £lO6l 11s 7d were .passed for payment. The financial statement showed a debit balance of £2284 7s 3d on the general account.
