Referring to the “ Review of Reviews” article, Mr Fisher took strong exception to the term “ pauper children.” “We have emerged from Bumbledom sufficiently to have the cruel, unjust expression obliterated,” he said. He did not express an opinion on the proposal. (The “Review of Reviews,” in an article advocating the establishment of an Imperial Board of Emigration, mentioned the existence of 250,000 British pauper children. The “Review” suggests that they should be trained in special schools that would fit them to occupy positions in tho overseas dominions.)
