Tho Liberal Conference adopted a resolution that constant and systematic care should bo given to children by establishing depots, furnished with a staff for advising young mothers, and for home inspection of infants. With a view to the excessivo mortality of illegitimates, special means should be provided to care for both mother and child for some fixed period after birth. It was never contended that Mr Fishor's bonus would guarantee that babies would be looked after. THE PRISON POPULATION. The annual report of the Comptroller of Prisons shows a continued and steady decrease in prison population, which totalled 1249, a decrease of 71 compared with the previous year, though tho population of the State had increased by 55,000. The ratio of prison to general _ population was 71 per 100,000, compared with 221 in 1574. The report recommends isolated industrial homes for inebriates, similar to those maintained by the Salvation Army in New Zealand. COMPULSORY TRAINING. Colonel Wallack, Military Commandant of New South Wales, has declared that compulsory training will be one of the biggest successes the world has ever seen. DEARER MEALS. Judgment was - reserved for a week. A RECORD JOURNEY. A wireless message from the Oceanic Company’s Sonoma reports that she is making a record journey across the Pacific. THE MUDGEE TRAGEDY. At the inquest on Phillips, who committed suicide after murdering Miss Rayner, evidence was given that Phillips declared on the day of the tragedy that Miss Rayner had some jewellery belonging to him and that if she did not return it he would " swing for her.” COMMONWEALTH BANK. MELBOURNE, July 15. Tho Commonwealth Bank will commence operations to-day. There have been 500 agencies opened at post offices throughout Victoria. AMERICAN BEEF TRUST. Tho American Beef Trust is reported to have acquired 130 acres at Greensport, Brisbane Riven* for a big meat export depot.
