President Taft is appealing to Congress to provido funds for the Naval Service, left destitute through the veto imposed on tho Naval Appropriation Bill, in consequence of the latter containing tacked-on measures. The United States is now without funds for army and navy officials, and the Government is liablo to fines if it conducts the Government machinery without funds.
