General Bernhardt warns the authorities ;*t Berlin of the defenceless state of the German position at Shantung. He declares that when the position in Morocco was critical tho British fleet was awaiting orders from London to attack the German settlement. The present anarchy in China makes tho question urgent in view of a possible European scramble for sphere*; of influence.^
