Tt is reported from Pckin that the Mukden Provincial Assembly vetoed the Russian loan, and informed the Viceroy that if it is accepted the Assembly will declaro independence. Twenty-seven incendiaries captured at Foochau have been executed.
Wutingfong has been appointed Foreign Minister for the Shanghai republic.

Yuan-Shi-Kai has started for Pekin. Tho revolutionaries have evacuated tho camp south of Nankin and the Imperialists hold the city. Foreigners aro safe.

REFUGEES IN TIENTSIN
REIGN OF TERROR IN NANKIN. PEKIN, November 13.
Tho reformers have seized nil the strategic points in the Yangsze Valley. The Imperialists continue an effectless bombardment of Wuchang. Yuan-Shi-Kai, writing to Li-Yuan-Hung, expressed dissatisfaction that the Pekin Government had urged Li-Yuan-Hung to accept a constitutional limited monarchy. Ho pleaded that an opportunity should ho given the Emperor to prove his sincerity. The position in Szechuan is increasingly serious. Some missionaries have been, robbed.
The whole of Shansi is now peacefully revolutionary.
One hundred thousand refugees have gathered in Tientsin, constituting a menace- Food prices are rising daily. General Chang has instituted a reign of terror in Nankin. Tho Viceroy and Tartar general are virtually prisoners. Chang declares that he is not resisting revolutionaries but suppressing a mutiny.
