Mr Bryce, British Ambassador at Washington., and Mr Knox, American Secretary of State, are conferring at Washington regarding tho arbitration treaty. Reasoncblo progress has been made. A denial has been issued that Japan's alliaoice with Britain is likely to affect tho negotiations. It is hoped that a draft of tho treaty will be ready for the Senate before the April session ends. The treaty provides for arbitration in case of all treaty disputes, including questions of national honour. The arbitration machinery will be arranged by special agreements when the need arises. (Received April 3, 12.15 a.m.) NEW YORK, April 2. President Taft and Mr Bryce are conferring regarding the arbitration treaty.
